ignition switch
can the ignition switch cylinder be replaced without taking the steering wheel and all that off?

Are you talking about the lock mechanism or the switch itself?
The switch itself is mounted on the steering column; to replace that switch, you have to drop the column.
The lock mechanism is a separate entity and it can be replaced by taking off the plastic shroud (depending on the year). Earlier models, you MUST remove the steering wheel. Later models are mounted in a plastic shroud and do not involve removing the steering wheel.

I drilled a 1/4 inch hole 1 3/4 inches back centered on middle of the key from edge of top cover put a small allen wrench in the hole turned key to the start position pushed down on the allen wrench while turning the key back to the run position pulled out the clylinder pushed in the new one put a 1/4 plastic plug in the hole. The whole thing only took a few minutes.

A guy at the parts store told me about the hole on top of the housing and what it looked like and to push down on the keeper and turn the switch to get it apart I just took a shot at drilling the hole and was surprised when it worked.
