Replacing the fuel tank pressure sensor fixed my long-standing P0446 code. It was a 10 minute fix since I have cut an access hatch in the floor of the van. The code was pointing to a restriction in the evap lines, which it may normally be, but with a bad sensor the computer couldn't even run one or some of the tests, so the code was really 'unable to run test' rather than a test failure. That's my theory, anyway. The old sensor was stuck at 4.8 volts output and didn't change with a change in pressure.
